What is FENSA?

FENSA is a government authorised Competent Person Scheme for the replacement of windows, doors, roof windows and roof lights in England and Wales that ensures replacement windows and doors supplied and fitted comply with the relevant Building Regulations, enforced by regular spot checks and suspensions for any not immediately rectified non-compliance. 

What a FENSA Certificate Covers

As stated on the fensa.org.uk website, “FENSA covers the replacement of external windows, doors, roof windows and roof lights against the relevant Building Regulations in domestic properties on the original foot print of the property where the use or size of rooms have not been altered.”

What a FENSA Certificate DOES NOT Cover

An awful lot of things actually, but the major ones it does not cover are new builds or extensions, conservatories, orangeries, conversions of any type, commercial premises, Listed Buildings, external porches, detached garages, sheds, caravans, mobile homes and any repair work.

When a FENSA Certificate Is Required

FENSA Certificates are solely for replacement windows and doors installed since 1st April 2002. If a contract was signed prior to 1st April 2002, but was completed before the 30th June 2002 a FENSA certificate is not required. If a contract was signed prior to 1st April 2002, but was completed after the 30th June 2002 a FENSA certificate is required.

Why UK homeowners should use installers authorised by FENSA

Your installer, if not dealing with Building Control, needs legally to be a member of a government authorised Competent Persons Scheme (CPS) such as FENSA, which is to your benefit as you are avoiding local authority inspections and fees. Beyond the financial aspect, individuals and firms approved as a Competent Persons Scheme member will have undergone strict vetting procedures and are routinely inspected by FENSA representatives to ensure Building Regulation compliance is maintained, which any breaches having to be immediately rectified or members are suspended until the remedial works required to ensure compliance are undertaken. If UK homeowners always ensure that their installer is a CPS member like FENSA, this will encourage more companies to sign up and reduce the likelihood of rogue traders in the market.
Why its important to keep FENSA Certificates
Any UK homeowner who had replacement windows or doors installed by a FENSA member after April 2002 would have been issued with a FENSA Certificate. It is important to keep this safe in your records because if you choose to sell your home in the future the solicitor of the person buying your property will request a copy. If you’re having trouble finding your original copy, you can easily re-order a certificate from FENSA, but note each certificate required costs £25 including VAT (true as of May 2019).
